The Program Control Analyst 3 has overall responsibility for the day to day program finance functions of a program or set of programs to including setup, maintenance, tracking, analysis and reporting of various contract types, size and complexity. This position will work closely with other departments such as program management, contracts, subcontracts, accounts payable, and billing. This position reports to the Division Finance Lead. This position encompasses several duties such as (but not limited to the following):
1) Project Setup/Maintenance
a.The PC Analyst 3 will ensure that projects are set up to properly capture costs, recognize revenue, and bill customers. b. It is the responsibility of the PC Analyst 3 to ensure compliance with all applicable policies and procedures with regard to project setup and update project information periodically as needed.
2) Forecast Preparation
PC Analyst 3 must build and maintain accurate forecasts for active programs. Primary focus is to ensure Annual Plan and Monthly Forecast submissions are accurately completed by the specified due dates. Review and final submission is completed by the higher level of Finance Management within National Services Finance. PCA 3 must be able to build forecast from the ground up including application of wrap rates and correct burdens.
a. PC Analyst 3 performs routine and non-routine project financial reporting including but not limited to Project Profit and Loss Statements, Project Status Reports, Project Management Review (PMR) Reports, 75% Funding Notifications, Estimates to Complete, Estimates at Completion, Forecast and Budget Reports, Invoice Backup Reports, and various other client-specific reports. Must be able to build reports and charts based on verbal guidance for various internal and external requirements.
a. The PC Analyst 3 must be able to analyze plans, forecasts, actual costs, variances and communicate trends to the program, line, and financial management. This will include reviewing timecards, travel vouchers, subcontractor invoices, funding statements, etc. to verify all entries are compliant with policies and procedures and building complex spreadsheets and "What If" scenarios, etc.
b. The PC Analyst 3 must be able to prepare adjusting journal entries, reconcile various types of accounts and invoices in a timely manner.
c. The PC Analyst 3 should be able to review and analyze small price models provided by Pricing Dept. Senior PC Analysts are responsible to review, analyze, and advise PMs on price models provided by Pricing Dept.
5) Ad hoc (other duties as assigned) -“ Must be a quick study and highly adaptable problem solver to assist the PM with the ever changing needs of our clients and act as a backup for other PC Analysts on the team. Will support the PM and the Project Management Team.EDUCATION & EXPERIENCE:
Typically requires bachelor's degree or equivalent and five to seven years of related (technical project support or accounting) experience, and government contracting experience.
Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
