ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.
This Law Enforcement Advisor would serve as a senior law enforcement advisor and project manager within a host nation and would develop and implements a training strategy tailored to the specific needs of the DOJ mission.
THIS POSITION IS TO BUILD A PIPELINE OF ADVISORS FOR POTENTIAL WORK OVERSEAS WITH THE DEPARTMENT OF JUSTICE.
This work will be performed in various countries, to include Costa Rica, Panama, Dominican Republic, Croatia, South Africa, Malaysia, Vietnam, Mexico, Colombia, Indonesia.
Serve as training director and senior mentor to host nation command staff or senior advisor to US Embassy or personnel or other USG personnel.
Develop and execute a comprehensive law enforcement training curriculum customized to the host country or regional target audience
Provide strategic advice on matters of institutional reform, as well as plan capacity building, organizational development, and training programs.
Responsible for development and management of plans and processes to support ICITAP goals
Serve as senior mission leader, responsible for distribution of assigned personnel based on need and ability (where appropriate), identifying training needs of contingent personnel and arranging necessary training.
Develop metrics and measures in cooperation with the Quality Manager to assess effectiveness of the training and implement a continuous improvement process.

EDUCATION & EXPERIENCE:
15-20 years of law enforcement experience, with five years or more in senior management over a civilian police force or federal law enforcement agency
Bachelor's Degree (Master's Degree preferred) and 7-10 years of international criminal justice or law enforcement experience
Experience as a mentor, teacher, trainer or advisor on criminal justice agency development programs to senior officials of a host country
Experience advising senior officials at the state or federal levels on law enforcement and/or correctional issues
Experience as a trainer/mentor on anti-corruption processes, Internal Affairs, and problem resolution methodologies
Demonstrated ability to establish and manage personnel and budgets
Extensive overseas professional experience
Demonstrated leadership ability
Fluency in a second language
Strong project/task/time management skills
Experience developing curricula and training methodologies for use in law enforcement training
