Job Description

Duties and Responsibilities:
We are seeking a talented and experienced software engineer to design and develop mission critical applications and reports for a federal law enforcement agency.  The candidate will use a variety of progressive technologies to engineer solutions for front-end user screens, back-end data structures, system interfaces, workflow and approvals, management reports, and user security.  In addition, the engineer will provide unique insight and recommendations for technical architecture, software development lifecycle procedures, data structures, and development tools. The candidate will be comfortable working directly with the functional analysts and subject matter experts to understand and hone business requirements. The engineer designs, codes, tests, debugs, and documents their solutions. The incumbent performs and understands of all phases of applications systems programming activities.
The ideal candidate is an experienced and motivated programmer/analyst with technical architecture experience.  The candidate must be a team player, be willing to do what is needed to get the job done, and have the capacity to learn and support a wide range of system functionality.  The candidate must be articulate, be passionate about developing solutions, and be an enthusiastic self-starter.
This position is located in Arlington, VA and is metro accessible.
Key Duties Include:
Formulate and develop detailed specifications, code, documentation and related customer information required to complete development activities
Prepare program logic flow charts and processing diagram
Design detailed specifications for programs
Program, test, debug, and document technical designs and results
Instruct and monitor the work of other systems personnel
Analyze complex software programs.
Consult with users and subject matter experts on business requirements and provides technical solutions
Translate detailed program specifications into coded computer instructions
Identify and design applications system alternatives to achieve the needs of the customer's environment
Recommend application system design approaches and revisions, which streamline programming and operation of the system
Identify problem areas and recommends solutions and standards
Serve as a technical advisor for all levels of programming in regard to specific applications and subsystems

Required Education & Experience:


Bachelor's degree or equivalent
5+ years of software development experience 
5+ years of experience working in an Oracle DB environment 
4+ years of experience using Oracle PL/SQL – SQL Developer
Advanced knowledge of HTML and JavaScript 
Knowledge of software engineering best practices
Functional knowledge of Web Services 
Experience with Microsoft Word and Microsoft Excel
Strong analytical skills
Exceptional client interaction skills

Desired Skills

Experience with Angular JS development

Experience with Application Development Frameworks
System architecture experience
Knowledge of federal financial management systems and data
Experience with Microsoft Visio
Candidates must have an active U.S. Government Secret clearance​

Physical Demands:
Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
