Job Description

Duties and Responsibilities:
 
Provides comprehensive support to CI elements in support of their mission readiness requirements.  With a world-wide deploy ability requirement, these CI elements must ensure they are comprehensively knowledgeable on the state of the environment that may include but is not limited to: threat/enemy plans and intentions; terrorist methodologies; FIE and other adversarial environment-specific activities; environmental conditions (including geographic, political, economic, and cultural nuances).  The contractor will work in conjunction with the CI element to provide sufficient support to mission readiness by offering knowledge and skills enhancement services in these functional areas.
 
POSITION SUMMARY:
 
Counterintelligence (CI) analysts use a variety of classified and unclassified databases, software applications, and other intelligence research tools to identify, assimilate, examine, interpret, and evaluate all-source information/intelligence to determine the nature, function, interrelationships, personalities, capabilities, and intent regarding the intelligence capabilities of foreign powers, international terrorists and other entities and activities of CI interest.
 
RESPONSIBILITIES:
 

  • Performs strategic CI analysis in support of DIA’s Office of Counterintelligence, Counterintelligence Analysis Division, and DIA Regional Intelligence Centers.
  • Applies analytical trade-craft and understanding of the various forms of intelligence in order to incorporate this data into intelligence analysis, including HUMINT, SIGINT, Cyber operations, IMINT, and MASINT.
  • Skilled and trained on the use of intelligence tools, including, WISE, TAC, Analyst Notebook, PROTON, HOTR, Palantir, RMT, QLIX, and other related analytical tools
  • Possesses understanding and knowledge of Foreign Intelligence Entity (FIE) threats
  • Produces and authors finished intelligence (FINTEL) products to support the intelligence needs of the OSD, Joint Staff, CCMDs, and military services.
  • Researches, reviews, edits, plans, prepares, integrates, analyzes and publishes All-Source/CI products for DIA
  • Capable of evaluating and compiling CI information into a written analytical products understandable by non-technical readers.
  • Experienced in writing and performing intelligence analysis for FINTEL products (producing integrated FINTEL to detect, neutralize, and mitigate FIE threat activities).
  • Possesses knowledge and experience in writing/publishing DIA (or similar) analytic products consistent with ODNI FINTEL and DIA intelligence analysis and production standards
  • Possesses experience in drafting, reviewing, publishing, and evaluating Intelligence Information Reports (IIRs)
  • Provides comprehensive support to CI elements in support of their world-wide mission readiness requirements through comprehensive analysis and support to the full spectrum of counterintelligence activities.
  • Provides all-source intelligence support to senior military commanders and defense officials.
  • Analyzes intelligence reports related to FIE threats, assesses data validity and reliability and used logical reasoning in order to develop time sensitive statistical and narrative reports for DIA’s line of products for the Intelligence Community.
  • Authors Response Memos, Defense Intelligence Digest articles, Defense Intelligence Reports, and provided inputs to additional Defense Intelligence Reports; and evaluated intelligence reports, and submitted multiple source directed requirements.
  • Performs all-source analysis in support of White House, Congress, SECDEF, CJCS, Joint Staff, service chiefs, combatant commands, and federal agencies with analytical products.
  • Researches, develops, and produces both tasked and initiative intelligence assessments in support of DIA’s Office of Counterintelligence, Counterintelligence Analysis Division, and DIA Regional Intelligence Centers.
  • Supports publishing of strategic intelligence products in support of combatant commanders, senior defense officials and policymakers on threats in assigned country portfolio.
  • Provides numerous complex strategic intelligence briefings to defense officials, Ambassadors, and deploying State Department Embassy personnel
  • Routinely collaborates with intelligence and law enforcement communities to communicate threats posed by foreign intelligence agencies to safeguard operators
  • Analyzes threat information from multiple classified and unclassified databases, software applications, and other intelligence research tools to identify the intelligence capabilities of FIE.
  • Produces finished intelligence that provides comprehensive assessments of the threat posed by FIE and terrorist organizations engaging in intelligence collection or other clandestine activities directed against US/DOD interests.
  • Identifies intelligence gaps and significant counterintelligence trends and propose new or revised analytical products that identify FIE or terrorist organization vulnerabilities and opportunities.
  • Maintains and populates CI records, files and multiple databases.
  • Collaborates with other DoD and national agencies to identify FIE and international terrorist threats.
  • Produces finished CI products and provide comprehensive threat assessments that allow key DoD, DIA, and government decision-makers the ability to make informed decisions based on in-depth CI analysis.
  • Analyzes threat information from multiple classified and unclassified databases, software applications, and other intelligence research tools to identify the intelligence capabilities of FIE.
  • Provides comprehensive support to CI elements supporting their world-wide mission readiness requirements through comprehensive analysis to bolster the full spectrum of CI activities.
  • Evaluates the operational capabilities and effectiveness of FIE, conducts analysis, prepares finished intelligence reports on FIE threats, conducts CI assessments, and maintains liaison contacts with analysts throughout the IC community.
  • Compiles, drafts and collaborates on the production of DIA Intelligence Digest, Strategic Watch, Intelligence Reports, Studies, Notes, Desk notes, Reference Documents, and various Intelligence products on demand by National, Strategic, and Tactical level customers as required.

Education & Experience:
 
 Requires a bachelor or masters degree with 8+ years of All-Source/CI intelligence analysis experience; or specialized training and 10+ years of All-Source/CI intelligence analysis experience.  CI and/or analysis training/certifications/formal school required.


Must be US citizen with current Top Secret security clearance and eligible for SCI access. DIA will require completion of a CI Scope Polygraph prior to placement on the contract.

 Must be proficient in Intelligence Community analytical methodologies, standards and software tools and possess a working knowledge of FIE organizational structures, capabilities, intentions, tradecraft, and Modus Operandi, as well as the concepts, principles, practices, laws, methods and techniques pertaining to DoD CI investigations and operations.

Must have a working knowledge of a full range of concepts, principles, practices, laws, methods, and techniques pertaining to DoD IAW ODNI standards and DIA intelligence analysis and production, as well as familiarity with the DoD CI Enterprise structure, to include DoD CI support to Defense Agencies, Combatant Commands. and other DoD components.

Must possess analytical, written and oral English communications skills and ability to think logically creatively.

Must be capable of working independently with minimal Government oversight to provide completed products that may require only minor revisions and/or editing.
