Job Description

GIS/Litigation support is seeking a Senior Programmer Analyst, specializing in Business Requirements Analysis with an understanding of Geographical Information systems to support Civil Rights Division. In this position, you will provide consulting and support services for third party software systems and customs, in-house data exchange and integration services. Provides systems analysis, recommendations for business process automation, and system compatibility testing. Ability to understand the business objectives and technology as well as underlying data required for supporting business unit needs. Defines and documents business processes, systems scope and objectives based on both user needs and a thorough understanding of business systems. This position is also responsible for designing, creating, testing, and implementing automated processes in support of CRT. Technical knowledge and ability to break down requirements, translate detailed design requirements, and offer solutions. Knowledgeable in GIS concepts and familiar with relational database (Oracle or SQL Server) fundamentals and concepts.

Requirements:

  • Typically has a University Degree (BA/BS) or equivalent experience and minimum 5 years of related work experience.
  • Works well in a team environment and can adapt thoughts/ideas to align with the evolving needs of the customer or team.
  • Must have strong written and verbal communication, including technical writing skills necessary for creating/preparing program-level and user-level documentation.
  • Considers compliance with Section 508 accessibility, Privacy and Electronic Freedom of Information Act, Federal Records Act and other relevant rules, regulations and statutes.
  • Knowledge of ESRI ArcGIS desktop and associated extensions.
  • Ability to automate mapping processes in ArcGIS.
  • Experienced developing with Python.
  • Knowledge of data management principles and best practices.
  • Ability to design and implement quality control for data processes.
  • Experience in conducting user requirement sessions
  • Experience in generating and reviewing business requirement documents, designing functional requirements, and technical requirement documents.

    Preferred/Desired Experience:

  • Experience with ESRI ArcGIS Server and associated extensions.
  • Experience with ArcGIS Online
  • Experience using Cartographic Representations and Annotations.
