Responsible for developing effective EEO policies, processes, programs and solutions to support Business Partner goals. Advise and provide guidance to Business Partners and managers to effectively resolve EEO matters. Provide support to the development of training, resources, tools and templates to equip line management to more independently manage basic employee relations and performance management matters. Provide counsel and guidance to managers and employees in complying with Federal statues, regulations and management directives. Services to be rendered in a highly technical environment as part of a contract team supporting NAVSEA at the Washington Navy Yard.
Note: This is a Part Time On-Call position, currently estimated at four (4) hours per week.
Provide intake and pre-complaint counseling services to employees and applicants who believe they have been discriminated against.
Administer the intake of formal complaints, including tracking case timeliness.
Collect and manage data for case files to be kept in accordance with formal complaint processing requirements.
Prepare a variety of template correspondence.
Update iComplaints each time an assigned case status has changed.
Serve as subject matter expert on Alternative Dispute Resolution (ADR) Process, including negotiating for informal adjustment or use of ADR wherever possible.
Schedule ADR and timely investigation of complaints.
Monitor timeliness of case processing for entire counseling team and send reminders to counselors to enforce their requirement to meet statutory deadlines.
Work with data analytics professionals to ensure proper completion of the annual Federal Equal Employment Opportunity Statistical Report of Discrimination Complaints (EEOC Form 462) which summarizes NAVSEA HQ EEO complaints and Alternative Dispute Resolution activity.
Analyze data originating from iComplaints and individual counselors to present data in either report or briefing format at the end of each month.
Analyze monthly report to identify trends and develop recommendations to address trends.
US Secret Clearance - Must be Obtainable
BA/BS plus 3 years in a related field
Completion of EEO Complaince Counselor Training.
Ability to meet deadlines.
Knowledge of current statutes and regulations governing discrimination.
Ability to interface with attorneys, managers, and EEO professionals.
Excellent oral and written communication skills.
Proficiency in MS Word, PowerPoint, and Excel.
Knowledge of EEO Data Analytics requirements.
Experience coordinating Special Emphasis Program Events.
