The Air Force Integrated Personnel and Pay System (AFIPPS) will seamlessly add payroll and leave management capabilities to the Military Personnel Data System, creating a single, web-based Enterprise Resource Planning software solution streamlining existing Air Force personnel and pay processes into a single self-service system for the three AF military components: Regular Air Force, AF Reserve, and Air National Guard. The system will configure the appropriate Oracle e-Business Suite Commercial-Off-The-Shelf software application modules to satisfy AF business processes and integrate the product with MilPDS, which is based on Oracle’s EBS Human Capital Management application. The delivered solution will result in table-level integration of human resource and pay data supporting a single instance of Oracle EBS, making life easier for the end user by reducing redundancy, eliminating superfluous manual process, and ensuring timely pay for all. The AFIPPS solution will subsume and supplant the existing pay and benefits computation and disbursement processes of the Defense Joint Military Pay System and the functions of LeaveWeb. It will have AF-wide applicability, encompassing military airmen in all AF components and levels of duty status exclusive of retirement pay.
Provides highly technical expertise in the use of DBMS. Evaluates and recommends available DBMS products to support validated user requirements. Defines file organization, indexing methods, and security procedures for specific user applications.
Installation, configuration and upgrading of Oracle server software and related products
Evaluate Oracle features and Oracle related products
Establishes and practices a consistent database backup and recovery practice that complies with the backup and retention policies and business continuity practices
Manage the Database design and implementation
Implement and maintain database security (create and maintain users and roles, assign privileges)
Perform EBS sysadmin activities: user administration, request groups, forms registration, printer setup, custom applications registration
Defines, refines, and standardizes database/application performance and tuning practices
Setup and maintain documentation and standards
Plan growth and changes (capacity planning)
Work as part of a team and provide 24x7 support when required
Perform general technical trouble shooting and give consultation to development teams
Interface with Oracle Corporation for technical support.

Responsible for all technical matters related to the Oracle Applications databases including:
Monitoring and tuning the operating environment
Coordinating/executing all code migrations
Administer backups, refreshes and non-production clones.
Install, patch, upgrade, configure, tune, and maintain the Oracle e-Business Suite
Analyze performance issues in the application and database tiers of e-Business Suite installations
Responsible for ensuring the availability and performance of all assigned database environments
Collaborate with IT teams and vendors to resolve technical issues
Monitors all production database activity for operational improvements to include, but not limited to CPU, Disk and Memory utilization, space utilization, replication and consistency of sites, long running queries/data loads, query access plans, security infractions and overall performance of databases Develops and implements corrective measures for database issues/problems found during monitoring.
Develops, documents and rolls out standard process for implementing database and system patch upgrades and new Oracle 12c database environment builds
Acts as subject matter expert for all database systems; provides level 2 and 3 technical support for complex database issues. Provides technical input to software developers and end users in the areas of database capabilities, performance and best practices.
Recommends, creates, and follows all relevant policies and procedures to operate a controlled production environment
Performs other duties as assigned
Bachelor's degree in Computer Science or Information Systems or other technically relevant degree from an accredited university
Ability to obtain an active Secret clearance
5-7 Years of IT experience, with at least 5 years’ experience as Oracle APPS DBA
Experience with Patching & Cloning E-Business Suite Instances
Experience with Installing and Support Oracle SOA Suite
Experience with WebLogic Server
Experience with Oracle Database version 9i,10g,11g,12c
Experience with UNIX scripting, UNIX/Linux
Experience with Database Schema Design
Experience with Database Performance tuning
Oracle DBA certification is preferred.
Experience in delivering systems for Public Sector, Federal Civilian Government, and/or Department of Defense (DoD) customers
Team player with the ability to adjust to a dynamic working environment that supports a government agency
Strong written, verbal and listening skills
Familiarity with agile software development process
