The Air Force Integrated Personnel and Pay System (AFIPPS) will seamlessly add payroll and leave management capabilities to the Military Personnel Data System, creating a single, web-based Enterprise Resource Planning software solution streamlining existing Air Force personnel and pay processes into a single self-service system for the three AF military components: Regular Air Force, AF Reserve, and Air National Guard. The system will configure the appropriate Oracle e-Business Suite Commercial-Off-The-Shelf software application modules to satisfy AF business processes and integrate the product with MilPDS, which is based on Oracle’s EBS Human Capital Management application. The delivered solution will result in table-level integration of human resource and pay data supporting a single instance of Oracle EBS, making life easier for the end user by reducing redundancy, eliminating superfluous manual process, and ensuring timely pay for all. The AFIPPS solution will subsume and supplant the existing pay and benefits computation and disbursement processes of the Defense Joint Military Pay System and the functions of LeaveWeb. It will have AF-wide applicability, encompassing military airmen in all AF components and levels of duty status exclusive of retirement pay.

Manages the training program for AFIPSS to include training requirements analysis, training material development (both classroom training and web-based training, classroom environment, and Instructor-Led classroom training).  Performs analysis, design and development for instructional solutions.  Conducts task, needs, and audience analyses, and work flow observations. Captures and diagrams workflow processes. Writes learning and performance objectives.  Participates in visual design, prototyping, and usability testing and evaluation.  Successfully integrate Oracle’s User Productivity Kit (UPK) environment into the course design. Develops and documents instructor-led, paper-based, and web-based training support solutions. Conduct Instructor Led Training using the developed training materials.

RESPONSIBILITIES: 

• Manage training implementation tasks including execution administration in accordance with Government training strategy
• Research and prepare associated Program documentation and contract deliverables
• Liaison to the Government’s training Integrated Product Team/Working Group
• Coordinate with agile scrum teams
• Coordinate with testers and provide testing support
• Assess products and services to include developing training needs
• Manage development and develop Instructor Led Training course material to include:
  • Instructor Plan of Instruction
  • Job Aids
  • PowerPoint Slides
  • Process Flow Chart
  • Scenario-Based System Instruction
  • Simulation
• Manage development and develop Self-Paced Learning materials to include:
  • SCORM® compliant Web-Based Training (WBT) Course
  • Whiteboard Animation
  • System videos
• Participate and support in Reviews, Software Development Life Cycle Testing, Demonstrations and user testing to provide training product validation
• Other duties and/or projects as assigned

REQUIRED QUALIFICATIONS:

• Bachelor's degree or equivalent years of experience
• Ability to obtain an active Secret clearance
• 7-9 years of training development and instructor experience
• Experience developing online interactive training products
• Experience preparing and delivering oral presentations
• Experience developing and delivering training in accordance with Air Force training standards
• Ensuring Section 508 compliance

DESIRED QUALIFICATIONS: 

• Experience with Oracle EBS
• Experience planning, designing, developing, testing, and implementing Full Oracle UPK capability
• Experience managing UPK products including packaging Shareable Content Object Reference Material (SCORM) content and integrating content with an appropriate Learning Manag
• ement System (LMS)
• Air Force military pay experience
• Training experience for an Air Force military personnel or pay system
• Familiarity with:
  • Air Force Manual (AFMAN) 36-2234, Instructional System Development (1 Nov 93)
  • Air Force Handbook (AFH) 36-2235, Information for Designers of Instructional Systems, Volumes 1-2 (2 Sept 02) & Volume 3 (1 Nov 02)
• Familiarity with agile software development methodologies
