Job Description

The Defense Health Agency’s (DHA) mission is to provide a medically ready force to Combatant Commands in both peacetime and wartime. The DHA supports the delivery of integrated, affordable, and high-quality health services to the MHS (Military Health System) beneficiaries and is responsible for driving greater integration of clinical and business processes across the MHS.

Our team of IT and Health Care specialists provide a wide range of Medical Information Delivery Support (MIDS) for various DoD Medical IT systems and technologies. Our goal is to help DHA solve enterprise healthcare challenges by delivering advanced data warehousing, cloud-based big data analysis, algorithm development, data quality improvements, decision support tools, and resource/cost efficiencies.

CACI is looking for a motivated self-starter to be part of the team.  The Program Scheduler will play a key role in bringing the internal team and customer together on planning and resourcing tasks.


Provides senior level on-site project management/operational support and coordination to a complex contract, with multiple projects and task(s). Duties may include contract accounting and reporting, project schedule focus to management, tracking annual fiscal plans and monthly updates, maintenance and reporting. Maintains contract budgets, production costs and delivery schedules.

  • Responsible for providing senior level support to Program Managers, Operations, and Solution Level Project Managers in the preparation and analysis of complex project financial and scheduling data
  • Ensures compliance with internal procedures and government procurement regulations
  • Produce product/deliverable based WBS and WBS Dictionary per program, solution, project, agencies specific guidelines
  • Development and management of resource loaded project schedules and Integrated Master Schedules (IMS) and reporting
  • Implement baseline and baseline changes into the IMS by collaborating with applicable stakeholders
  • Apply recognized industry best scheduling practices to develop and maintain program schedules
  • Identify, develop and implement processes improving scheduling and coordination efforts
  • Performs performance (schedule/cost) reporting for major contracts and/or programs and distributes performance metrics for internal and external stakeholders
  • Conducts financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.)
  • Maintains contract budgets, prepares contract-billing, estimates materials, equipment, production costs and delivery schedules
  • Provides guidance and work leadership to less-experienced analysts; May review the work of others and be able to detect errors or needed modifications


  • DoD Secret clearance
  • Bachelor's degree required
  • Advanced MS Project (2010 or above) experience and skills
  • 3-5 years of experience in creating and managing resource loaded schedules, Gantt charts and dependencies
  • Knowledge and experience in schedule quality analysis and the ability to create custom views in MS Project
  • Knowledge and ability to perform critical path analysis of schedules within MS Project or other tools
  • Ability to develop fully networked schedules with effective activity duration assessment
  • Outstanding reporting skills, e.g. graphical presentation, advanced Microsoft Excel skills (charts, pivot tables)
  • Strong oral and written communication and presentation skills
  • Attention to detail coupled with effective analytical and problem-solving aptitude
  • Ability to establish working relations at all organizational levels
  • Self-motivated with the ability to work as part of a team or independently with little supervision or direction


  • PMI CAPM or PMP Certificate
  • EVM Analysis and Reporting
  • Experience of using macros across MS Project and Excel
  • Knowledge and experience with DCMA 14-point schedule health checks
  • Strong ability to communicate and demonstrate relationships to the master schedule for all agencies and on all activities
  • Scheduling experience with a strong project management background understanding project management processes
  • Experience with integrating SDLC review gates into an IMS supporting project lifecycle implementation teams
  • Understanding of the relationships between the PWS, CLINs, WBS, and the IMS in Federal contracting
  • Demonstrate the ability to diplomatically and effectively deal with government officials and program office stakeholders
