CACI is seeking a Technical Configuration Manager (CM) to lead the configuration management activities for the development and sustainment tasking associated with Joint Operational Medicine Information System (JOMIS) Application Transition Support (JATS) program. JATS is a mission-critical component of the DoD’s new GENESIS EHR implementation that will integrate or transition ancillary systems from the current TMIP-J solution to enable GENESIS deployment into theater operations. Additionally, JATS will sustain the current theater TMIP-J software components deployed to theater medical forces supporting all medical functional areas, including command and control, medical logistics, blood management, patient regulation and evacuation, medical threat/intelligence, health care delivery, manpower and training, and medical capability assessment and sustainment analysis. The CM will help ensure the JATS Program is successful in providing an integrated medical information system to support theater operations by linking all levels of medical care in support of time-sensitive decisions critical to the success of theater operations. Ultimately, the CM is responsible for configuration management planning, describing provisions for configuration identification, change control, configuration status accounting, and configuration audits. The CM manages and monitors the configuration management process so that only approved and validated changes are incorporated into product documents and related software and releases. Overall responsibility is to ensure that all hardware, software, and documentation items associated with the project are under rigorous control while delivering a robust, stable and compliant JATS solution fulfilling customer requirements and achieving a high degree of customer satisfaction.

Plan and define the purpose, scope, objectives, policies and procedures, and the organizational and technical context for the program’s configuration management function
Select and identify the configuration structures for all the infrastructure’s CIs, including their “owner”, their interrelationships and configuration documentation. This includes allocating identifiers and version numbers for CIs, labeling each item, and entering into the Configuration Management Database (CMDB).
Ensure that only authorized and identifiable CIs are accepted and recorded, from receipt to disposal.
Ensure that no CI is added, modified, replaced or removed without appropriate controlling documentation, e.g. an approved change request, and an updated specification.
Conduct reviews and audits that verify the physical existence of CIs and check that they are correctly recorded in the Configuration Management system.
Interface directly with systems development, testing, Change Management and Release Management to incorporate new and updated product deliverables. Control should be passed from the project or supplier to the service provider at the scheduled time with accurate configuration records
Assist with the management of a Master Schedule for each release, due to the interdependent nature of the applications and test environments required by various components
Expert knowledge and experience of maintaining, tracking and controlling multiple concurrent software versions, required
Experience working with large software development teams to develop and maintain configuration baselines in multiple environments (development, test, production, etc.) supporting complex systems incorporating project engineering development and development operations (DevOps) support models, preferred
5 years’ experience using and administering CM tools to store, track, and manage configuration items, preferred
5 years’ experience with software configuration management products, preferred
Experience working with Agile methodologies and tools, preferred
Experience working in Military Healthcare System (MHS) environment, preferred
Background knowledge of TMIP-J and associated legacy systems, preferred
Background knowledge of DHMSM and associated legacy and future DoD health systems, preferred
Bachelors Degree in computer science or engineering, preferred
Ability to obtain a DoD Secret security clearance, required
