What You’ll Get to Do:


In support of the Office of the Under Secretary of Defense for Policy (OUSDP) you will perform as a strategic workforce development and training specialist who oversees a team of professionals involved with organizational development and training, to facilitate operationally sound processes, and meet/exceed Government requirements. You will be involved with services ranging from performing simple transactional activities to managing complex strategic organizational and resource management projects. You will work with all levels of OUSDP management and staff, and other Department of Defense and Executive Branch organizations.

More About the Role:

In support of the Policy Management & Operations (PMO) office of the Office of the Under Secretary of Defense for Policy (OUSDP), and reporting to the Program Manager, you will provide the following support:

  • Establish, maintain and update quality control processes for the organizational development team and assign appropriate personnel to complete required development tasks in a timely fashion;
  • Assign work effort and manage workloads of personnel assigned to work on the requirement;
  • Assess Government assignments and determine work priorities for each staff member, including the development of task schedules, based on feedback from Government staff;
  • Monitor and Report completion of deliverables of the team to the Program Manager, and as required, to Government personnel;
  • Provide support to Leadership and Organizational Development Services, as well as Tradecraft and Training tasks, including deliverable assignment, management, and tracking;
  • Develop and administratively manage on-site training tailored for OUSDP staff;
  • Manage scheduling and payment of trainings provided by vendors;
  • Administratively manage funding and approval for trainings;
  • Track and provide administrative support to National Security Rotation Program (NSRP) employees (time keeping, leave processing, pay, travel, and emergency needs);
  • Support Collaboration and Team Dynamics: Develop, facilitate, and track workshops and offsite events, including development of strategies and prioritization;
  • Support Leadership and Management: Design and implement an OUSDP leadership development program and individual development planning;
  • Conduct data collection and analysis of workplace climate (e.g. surveys, interviews, focus groups);
  • Facilitate Policy-specific strategic communications planning;
  • Provide subject matter expertise and support enhancements to Policy’s performance management process;
  • Support executive level priorities related to organizational effectiveness; and
  • Facilitate career development for Policy personnel across all career levels.

You’ll Bring These Qualifications:

  • A minimum of five (5) years of experience in human capital development, organizational change management, strategic workforce planning, or career pathing;
  • A minimum of three (3) years of experience as a team lead or supervisor;
  • A Bachelor’s degree.

These Qualifications Would be Nice to Have:

  • Project Management Professional (PMP) certification; and
  • Experience in strategic communications.
