Job Description

What you’ll Get To Do:

As a Program Control and Accounting Manager for CACI, you’ll lead the PCA team supporting the program.  You’ll function as an effective business partner for the program manager and business operations manager in providing financial oversight and analysis to support decision making and overall delivery of financial commitments. This will include supporting hiring, establishment, and evaluation of individual employee performance and development plans. 

You’re a hands-on manager who can roll your sleeves up and contribute to the ongoing program, customer and finance organization deliverables. You’ll have the ability to effectively utilize corporate systems such as Deltek Costpoint, Cognos, Hyperion, SmartView, Cobra, etc. to obtain relevant financial data for analysis in support of program financial performance management.

More About the Role:

  • Provide direction and training to team of PCAs supporting the program.
  • Work collaboratively with the program manager, CAMs and other functional support personnel (contracts, subcontracts, HR, etc.)
  • Reviews contract awards and modifications to assure that accounting, billing, finance and funding are aligned properly in the relevant systems
  • Develop annual operating plans and forecasts and supports monthly quarterly and annual updates
  • Assures financial reporting and practices adhere to corporate policies
  • Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex projects and analysis
  • Identify and quantify any potential Risks and Opportunities not in the forecast
  • Support the monthly business rhythms of the program and finance organization
  • Participating in and supports meetings and program reviews (PMRs)
  • Perform financial analysis in support of ongoing program management
  • Support internal financial reporting deliverables as directed by the Business Operations Manager, such as monthly variance analysis and forecasting
  • preparation and analysis of the division’s annual budget, monthly forecasts as well as the development of financial plans for all awarded programs.
  • Supports all customer and vendor requests for data in support of contract requirements and provides statistical reports with regards to client funding utilization.
  • Support all levels of management with analysis and recommendations regarding implementation of financial plans and operating forecasts to ensure effective and efficient use of corporate resources.
  • Developed and implemented divisional cost control policies and profit generating opportunities for management.
  • Developed accurate and timely monthly performance reports for complex programs and projects.
  • Provide analysis and support in the resolution of accounting and reporting issues to ensure compliance with GAAP and SOX.
  • Manage and coordinates the monthly closing processes with each business unit. Ensure accurate and timely reporting of internal financial information.
  • Ensure propriety of charge and timely processing and posting of all divisional General Ledger activity.
  • Ensure that clients are billed on time and all charges are accurate and supported.  DSO always stays within terms.
  • Responsible for all monthly Accounts Payables and ensure timely and accurate posting of all month end accruals.
  • Developed and implemented ISO processes and procedures and maintained ISO 9000 Financial Certification.
  • Provide accounting and financial oversight and guidance to Management and staff.

You’ll Bring These Qualifications:

  • Bachelor's degree in Finance, Accounting, Business or a related discipline, and seven to nine years of related experience.
  • Knowledge of Deltek Costpoint, Hyperion, COBRA, COGNOS
  • Experience handling finances for multiple programs and cost plus award fee contracts
  • Experience performing variance analysis, baseline reviews, break-even, and other complex ad hoc analysis
  • Senior level knowledge of excel, cost collection, invoicing, and revenue recognition
  • Experienced in developing briefings and performing senior level reviews

These Qualifications would be nice to have:

•  Relevant DHS or .Gov Cyber Security focused experience

  • Familiar with GSA Alliant contract vehicle a plus
  • Intermediate MS Excel skills, including using techniques such as pivot tables, filters and Vlookups  to work with large data sets
  • Bachelor’s Degree in a business field
  • 10-12+ years financial management experience in a government contracting environment
