You will provide cradle-to-grave Contract Specialist services in support of the Department of Veterans Affairs (VA) Strategic Acquisition Center in Fredericksburg, VA. You will support multiple VA offices and provide simple and complex pre-award and post-award contract administration, including the development of performance-based metrics, price and cost analysis and Source Selection support. You will work onsite with teammates and directly with government officials to support the VA mission.
More About the Role:
Provide advice, recommendations, and document support to multiple offices in all areas of the acquisition requirements phase;
Assist in preparing pre-award Statements of Work (SOW), Statements of Objective (SOO) and other requirements documents. This effort includes assisting program offices in researching and drafting specifications and standards, including Performance-based Work Statements (PWS); developing performance measures, providing consultation and recommendations; coordinating requirements documents; and assisting with the development of evaluation criteria;
Provide advice and recommendations for all elements in acquisition plans, options, contracting methods, competition, sources, cost, and milestone schedule. Research existing Government-wide contracts for available products and services, evaluate different approaches to and sources for acquisition support, research available suppliers and compare the services and costs of obtaining support from the different providers. Participate in acquisition strategy analysis and planning; analyze acquisition strategy methodologies and present advantages, and/or, disadvantages. Develop document and risk assessments and recommend source selection planning information;
Prepare draft cost estimates for a broad range of programs and program offices to be utilized by the Government in preparing the Independent Government Cost Estimates (IGCEs). Conduct research analysis to include: past purchases of the products or services, current market value of the products or services, and other agency purchases of similar products and services;
Conduct market research to identify potential sources and contract vehicles. Conduct market surveys and prepare written documentation of market research. Support program offices in documenting small business capability analysis. Prepare Requests for Information (RFIs) and Sources Sought for use in FedBizOps and other electronic posting announcements. Assist the VA with technology demonstrations to assess the state-of-the-market in order to determine overall strategies and requirement options. Evaluate options, review annual reports, executive findings, conference proceedings, brochures, and other outreach materials to support information dissemination, and analyze data on past performance to predict future results. Provide assistance in researching existing Government-wide contracts for available products and services, evaluate different acquisition approaches, and research available suppliers;
Assist in the development and preparation of Request for Quotes (RFQs), Request for Proposals (RFPs), and Combined Synopsis/Solicitations in draft format for review and approval by a VA CO. Recommend and prepare unique terms and conditions as required;
Assist in the evaluation process and provide written documentation to support both informal and formal source selection procedures. Assist in drafting other pre-award documents;
Assist evaluators and Contracting Officer (CO) to identify pre-negotiation objectives and assist the CO with discussions with Offerors. Prepare contract award documents for task and delivery orders and stand-alone contracts, and Contracting Officer Representative (COR) designation letters in draft format for VA CO review and approval. Assist the CO in obtaining legal concurrence, distribute contract(s) to appropriate parties, and enter the award data into the Federal Procurement Data System (FPDS); and
Provide Post-Award acquisition support to include assistance in preparing documentation for contract modifications that do not require negotiation, including the exercise of options. Assist in contract closeout functions.
You’ll Bring These Qualifications:
Five (5) years of directly related experience, and a Bachelor’s Degree in a related field
Level II Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Contracting or Level II Federal Acquisition Certification – Contracting (FAC-C).

These Qualifications Would be Nice to Have:
