The selected candidate will fulfill the role of program manager and will be the leader of our integrated nationwide team providing support to NOAA as they translate science, tools, and services into action, to address threats to coastal areas, all working towards healthy coasts and healthy economies, and providing the research foundation for understanding the complex systems that support our planet including unbiased science to better manage the environment, nationally and globally as defined in individual task order statements of work.<br/><br/><b>Duties and Responsibilities:</b><br/><br/>The selected candidate, as the CACI Ocean Services Domain Program Manager (Oceans PM), will lead and manage our integrated team providing professional and technical support services in support of the NOAA Ocean Services Domain via competitively issued task orders.  In coordination with the NOAA Ocean Servic  es Domain COR and the CACI Pro-Tech Program Manager, the Oceans PM will:<br/>&bull; Act as primary point of contact for all problems, issues, and concerns with task orders issued to CACI in the enterprise operations domain.<br/>&bull; Respond to individual task order request for quote including developing the technical approach to meet requirements of individual task order statements of work.<br/>&bull; Allocate team CACI resources to individual task orders to ensure all requirements have been met and high-quality deliverables have been submitted to appropriate NOAA stakeholders to standards, on-time, and on budget.<br/>&bull; Suggest strategies that support contract requirements and any new customer needs.<br/>&bull; Direct team in accordance with strategic plan and contract requirements to ensure that customer commitments are met.<br/>&bull; Develop team staffing plan, and manage upon project execution.<br/>&bull; Develop and implement a customer satisfaction program to support reporting and responding to customer requests.<br/>&bull; Interface with customer on a regular basis to ensure that expectations are met.  Respond appropriately to customer requests to ensure high levels of customer satisfaction.<br/>&bull; Develop and oversee preparation and delivery of domain-level and task order.<br/>specific progress, financial, and annual reports.<br/>&bull; Champion further business development opportunities at NOAA.<br/>&bull; Prepare status reports for client and CACI Management on a predetermined basis.<br/>&bull; Support/prepare monthly progress reviews.<br/>&bull; Provide input regarding training and personnel.<br/>&bull; Prepare plan to support staffing, retention, and recruitment needs.<br/><br/><b><b>Required Qualifications:</b></b><br/><br/>Minimum of a B.S. degree (or equivalent) in Marine Science, Biology, Oceanography, GIS, Remote Sensing or related field.<br/><br/>Minimum of 12 to 15 years of related experience and minimum of 3 to 5 years supervisory/management experience.<br/><br/>Secret clearance must be obtainable.<br/><br/>Ability to develop and lead multi-faceted teams and diverse group of personnel.<br/><br/>Possess the appropriate written and verbal communication skills to communicate with higher levels of management.<br/><br/>Possesses a current Certified Project Management Professional (PMP) grant by the Project Management Institute.<br/><br/>Demonstrated experience in at least four of the following:<br/><br/>&bull; Habitat restoration planning.<br/><br/>&bull; Designing, implementing, conducting, analyzing and reporting data results of coastal surveys.<br/><br/>&bull; Performing strategic planning, programming, and budgeting activities for Coastal and Ocean programs.<br/><br/>&bull; Conducting field operations with remotely operated vehicles, drop cameras, benthic grabs or other technology used to characterize the seafloor and associated biota.<br/><br/>&bull; Managing, planning, organizing, and conducting coral reef conservation program projects.<br/><br/>&bull; Archiving digital historical maps and charts.<br/>&bull; Developing new technology, systems, and procedures used in hydrography.<br/><br/>&bull; Maintaining nautical charting programs and vector chart files associated with rastar navigational charts and electronic navigational charts including data quality review and harmonization.<br/><br/>&bull; Collecting ocean data and information products and performing time series, harmonic, spectral, and other statistical analyses of field data and model-generated data.<br/><br/>&bull; Recommending delineation of regional ecosystems, promoting partnerships at ecosystem level, and implementing cooperative strategies to improve regional ecosystem health.<br/><br/>&bull; Developing and supporting routine state-of-the-science assessments of the climate system for informed decision-making.<br/><br/>&bull; Performing real-time monitoring and quality control of oceanographic and meteorological data collected by sensors deployed in the field to ensure the availability, accuracy, and quality of tide, water level, current, and other marine environmental information.<br/><br/>&bull; Developing engineering design specifications for oceanographic and meteorological systems.<br/><br/><b>Company Description:</b><br/>CACI provides information solutions and services in support of national security missions and government transformation for Intelligence, Defense, and Federal Civilian clients.
