Duties and Responsibilities:

CACI has an immediate opening for a Program Financial Analyst, SR Principal, to support our NAVSURWARCEN Indian Head Division in Fairfax, Virginia. This individual will:
- Support multiple COCOMs with mission critical programs, executing deliverables to meet critical timelines.
- Review Statements of Work for funding request and identify technical approach for deliverables and/or products to be provided.
- Generate all mandatory documentation to obligate and execute internal and external funding for various projects.
- Perform comprehensive analysis and tracking of projects performance, budgetary development, execution and expenditures.
- Provide funding documents, commitment and obligation transactions as well as disbursement vouchers while coordinating with Defense Accounting and Finance Service.


Required Qualifications:

Typically requires bachelor's degree or equivalent, and 12 to 15 years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience. This experience must include:
- Ability to manage multiple Special Access Programs (SAP) in direct support to several customers and contractors throughout the Intelligence Community ensuring protection of SAP information.
- Expertise in representing the Intelligence Systems Support Office (ISSO) on working and policy groups involving senior level staff in the Intelligence Community and Department of Defense developing and presenting briefings to convey strategic vision on organizational policies.
- Ability to manage the Government Purchase Card Program accounts ensuring funding availability for mission critical programs.
- Knowledge in planning, scheduling budgeting and executing assigning research and development technology projects.
Must have current TOP Secret clearance with SCI eligibility.

Desired Qualifications:
- Expertise in intelligence management, budget management, strategic planning, intelligence collection/requirements management, threat analysis, production and intelligence dissemination.
- Knowledge of processing government Military Interdepartmental Purchase Request (MIPR) and Miscellaneous Obligation/Reimbursement Document (MORD) on the Automated Business Services System (ABSS) to allocate funds to different agencies and vendors for all programs.
- Knowledge to identify, procure, manage, and disburse war-fighting equipment in support of mission critical programs in war fighting environments.
- Ability to provide expert recommendations and updates to senior management in regards to status of reimbursements in support of projects and plan executions.

The desired candidate should have functional knowledge of industry supply chain and logistics concepts and processes. In addition, the desired candidate should be familiar with the customer's business processes, possess strong interpersonal and customer service skills, and be able to work independently and in a team environment. As a Business Systems Analyst, the desired candidate will be expected to identify gaps in the customer business process, document recommendations, and execute solutions to assist the customer's Accounting department. The Business Systems Analyst will also support the customer's Internal Control, Information Technology Government Control (ITGC) and Audit Remediation efforts. Duties and Responsibilities:
CACI is seeking a Momentum Functional Analyst to provide functional on-site support to our client in Chantilly, VA.
Responsibilities in this role may include the following:
- Requirements, analysis, and business process re-engineering (BPR).
- Writing designs or analysis papers.
- Deriving test cases, scenarios, or scripts.
- Executing test scripts or regression testing.
- Reviewing, analyzing, and developing documented solutions to any ad-hoc requests.
- Assisting the help desk to analyze and resolve reported issues.

This position requires a degree of independent analysis, so self-motivation and the ability to drive and own tasks are preferred. At least 1 year of Momentum experience is desired.


Required Qualifications:
- Typically requires bachelor’s degree or equivalent, and zero to two years of related experience.
- A minimum of 1 year relevant professional experience in a Business Analyst role performing functional design, testing and configuration.
- An understanding of Momentum Financials or equivalent ERP software (ie: SAP, Oracle Financials, PeopleSoft Financials), to include Federal Financial Management (ie: Accounts Receivable, Accounts Payable, General Ledger, Budgeting, Project Cost Accounting, Purchasing, Contract Management)
