Assist in multi-role ISR policy / doctrine, maintenance of system operational configuration, development of Concept of Operations (CONOPs) documents, coordination of operational plan taskings specific to the managed weapon systems, development of Air Force tactics, techniques and procedures (TTPs), proper execution of ISR procedures as established by authoritative guidance (e.g. CJCS Instruction 3250.01), and oversight of UTC management and AFFOR readiness.  Assist the command as the co-Program Element Monitor (PEM) for Program Management Doctrine and ensuring fiscal compliance with governing directives and proper execution of funding allocated to specified A3M programs.  Assist in managing all aspects of current operations and operational doctrine involving Air Force high altitude multi-role intelligence, surveillance and reconnaissance (ISR) weapon systems and platforms.<br/><br/><b>Duties and Responsibilities:</b><br/>- Provide technical expertise and analysis to prepare and manage the operational communications systems documentation for Combat Air Force&#8217;s HAISR programs. These include systems, subsystems, data links, communications, training systems and intelligence systems.<br/>- Review, provide comments, and suggest changes to all AFIs related to HAISR/C2 aircraft and their missions.<br/>- Provide resource allocation support for ISR/C2 forces war planning documents.<br/>- Provide support for oversight of high altitude weapon system programs, payloads, sensors, data link and communications system, and associated communications payloads (i.e. those developed outside the U-2 and RQ-4 programs-of-record).  Emphasis is on the Battlefield Airborne Communications Node (BACN) or JET<br/>- Develop proposed allocations of ISR/C2 platforms and associated equipment to meet theater combatant commander needs.  Provide support to develop the GFMAP and associated ACC DEPORDs.  Coordinate with other ACC organizations (e.g. A3O, A8Y (A5I), or AFC2IC) to ensure all requirements are captured/codified.<br/>- Assist in establishing requirements for air traffic safety and Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) systems, Sense and Avoid capabilities, combat identification, and human machine interface/flight displays.<br/>- Maintain current understanding of theater combatant commander operational and intelligence collection requirements for ISR/C2 assets.<br/>- Assist in preparing, editing, compiling, and coordinating all documents necessary for the integration of HAISR assets into conventional and nuclear force applications.<br/>- Develop and coordinate DOC statements, METLs, CONOPS and CONEMPs for planned utilization of ISR resources.<br/>- Monitor SORTS and DRRS reports, notify ACC/A3MH of significant changes and obtain clarification when necessary.<br/>- Provide technical support for preparation, deployment, employment, and reconstitution of airborne ISR systems.  Activity shall include all aspects (e.g. infrastructure, personnel, airspace, etc.) of CONUS and OCONUS bed-down for new and newly-fielded systems/payloads.<br/>- Assist in preparing and coordinating AF Form 1067, Modification Proposal Justification, Mission Needs Statements, UON/JUON and other requirement documents (i.e. CCD, ICD, etc.) specific to HAISR/ C2 platforms, communications payloads, systems and subsystems.<br/>- Assist in preparing and coordinating detailed system acquisition documents, e.g. ORDs, Statements of Objectives, RFPs, AoA's.<br/>- Maintain electronic record(s) as necessary for operational, exercise, and test missions, used to define mission specifics (i.e. sortie duration, mission configuration, tasking, effectiveness, etc).<br/>- Integrate HAISR/C2 programs into AF and Joint exercises and submit requests as necessary to include taskings in the ACC CPO.<br/>- Coordinate requests for CONUS airborne communication systems, data links, imagery intelligence (IMINT) and signals intelligence (SIGINT) exercise support and submit requests as necessary to include them in the ACC CPO.  Coordinate, as necessary, to ensure PUMs are developed, signed and provided to the applicable units when needed.<br/>- Assist in development and coordination of exercise requirements and objectives to ensure system capabilities are appropriately employed in exercise scenarios.<br/>- Review airborne ISR/C2 message traffic to determine operational system status.<br/><br/>This position is contingent upon contract award and will be located in the vicinity of Langley AFB, VA.  The expected start date is June 1, 2013.<br/><br/><br/><b><b>Required Qualifications:</b></b><br/>Typically Requires a Bachelor&#8217;s degree or equivalent, and five to seven years of related work experience.
