Support shall include but not be limited to the following:<br/>- Provide Contracting Support Services for all phases of the acquisition cycle to include development, award, management and measurement of contracting actions including contract closeout in support.<br/>Requirements include, but are not limited to duties related to contract file management and documentation, Request for Proposal development, proposal evaluation, business analysis and recommendations, cost-price analysis, development of solutions and recommendations regarding contractual issues and preparation of final contract documents for signature by the Contracting Officer (CO).<br/>- The contractor shall support the pre-award and post-award contracting activities involving complex construction efforts, Architect-Engineering services, Information Management and Telecommunications, Research & Development support, and Environmental Remediation/Restoration support in support of AFCEC and our customers.<br/><br/>Additional duties and responsibilities include :<br/>- The contractor shall assist in the dissemination of information gained on a project or program specific basis to all Air Force programs. The Contractor shall input electronic synopsis announcements for FedBizOps for issuance by the CO. Contractor shall input into the contract writing system solicitations, contracts, and modifications for approval and issuance by the Contracting Officer. The Contractor shall input into the contract writing system amendments to solicitations for approval and issuance by the Contracting Officer. The Contractor shall enter, review, and update contractual documentation into the contract writing system. The Contractor shall provide PK staff support for network administration/helpdesk, help desk data entry, web technician, Standard Procurement Systems (SPS) support, administrative support, ConWrite support, procurement assistance, and training assistance.<br/>- The contractor shall have the ability to transfer documentation that is generated.<br/>- The contractor shall perform data collection in support of the client's programs. The contractor shall collect data on services the client provides to its customers. The contractor shall analyze and report on findings. The Contractor shall coordinate audits by the Defense Contract Audit Agency (DCAA) and reports by Governmental agencies such as Defense Contract Management Agency (DCMA) and Defense Finance Accounting System (DFAS). The Contractor shall assist in research and analysis to support Contracting Officer decisions regarding contractual issues.<br/>- Pre-Award/Post Award Support:  A total of 150 packages are expected in which the contractor shall assist in managing and overseeing contracts/TOs defining requirements, developing and integrating execution strategies, Statement of Objectives, Statements of Works (SOW), programming documents, DD 1391s, cost estimates, and other components of the acquisition packages.<br/>- The contractor shall assist with other federal, state and public agencies during administrative and judicial proceedings. The contractor shall review, analyze, and integrate federal, state and local government comments on programs and studies. The contractor shall assist with the development of the Air Force&#8217;s responses and/or reports to regulatory agencies.<br/>- Project Tracking: The contractor shall develop, update and maintain databases for specific project tracking. The contractor shall collect the data and compile it into files compatible with AFCEC standards. The contractor shall ensure that project tracking information systems are developed and maintained in accordance with Department of Defense and US Air Force certification and accreditation requirements.<br/>- Documentation. The contractor shall assist in documenting program files, organizing files and providing administrative support, such as regulatory and partnering sessions at local or worldwide locations.<br/>- Statutory and Regulatory Requirements Support: The contractor shall assist with the review, interpretation and application of new statutory and regulatory requirements. The contractor shall make recommendations for Air Force integration.<br/><br/>The contractor shall not perform inherently governmental functions as defined in OFPP Policy Letter 92-1, Inherently Governmental Functions&quot; and FAR Subpart 7.5, Inherently Governmental Functions.&quot; The contractor shall not make decisions, give direction, negotiate, or sign contracts, on behalf of the government. CACI has a clear, defined strategy that has guided our success for over fifty years.<br/>Consider a career with CACI, where you will have the opportunity to make an immediate impact by providing the information technology and consulting solutions America needs to defeat global terrorism, secure our homeland and improve government services.<br/><br/><b>Duties and Responsibilities:</b><br/>- Develop information technology systems for questionnaire data entry programs, including formatting, coding, layout, generation of questionnaire and consistency check files, validation of program efficiency, development of program documentation, producing variable and value labels for all variables in the dataset created by the designated software (using SAS and/or SPSS), and producing data codebooks.<br/>- Conduct training in the use of the designated software, including the use of data entry and edit programs.<br/>- Provides SAS, SPSS, Stata, and Epilnfo support for survey and surveillance data, includes merging ASCII data files, creating supplementary SAS/SPSS datasets, linking data sets, developing complex algorithms for automatic data coding; and programming and running reports of frequencies and tabulations.<br/>- Verifies the completeness and accuracy of all data and notifies project staff of problems identified with data.<br/>- Develops documentation for all information technology systems.<br/>- Supports personnel on the use of data entry and editing systems.<br/><br/><br/><b><b>Required Qualifications:</b></b><br/>- Extensive experience with CSPro software, SAS, SPSS, Stata, and other data base and data analysis software such as Excel, Access, Epilnfo.<br/>- International experience and ability to travel globally.<br/>- Experience with training personnel on technical aspects of data capture and management.<br/><br/>Typically requires bachelor's degree or equivalent, and five to seven years of related experience.<br/><br/><b>Company Description:</b><br/>CACI provides information solutions and services in support of national security missions and government transformation for Intelligence, Defense, and Federal Civilian clients.
