Target Facilitator and Maintenance Cell Contractor positions require prior military or civilian background in construction and/or construction equipment operation. Duties and Responsibilities
The candidate shall provide general knowledge of budget and program principles, policies, procedures, concepts, standards, and terminology, as well as an understanding of financial management and business operation systems.

The candidate shall perform all aspects of budget and financial support, including, but not limited to, the following:
a. Receiving budget year guidance and preparing Program Objective Memorandum (POM) and budget year documentation, to include the Internal Operating Budget (IOB), prioritization lists, functional support agreements, and Unfunded Requirements (UFRs)
b. Administering a complex annual budget, which involves receiving, processing, and allocating funding, as well as managing budget execution and preparing financial reports
c. Maintaining all financial data, developing templates and tracking financial activity (e.g., Obligation and Outlay (O&O) plans, etc.)
d. Conducting monthly analyses on program status and forecasting future program financial health
e. Assisting in development of acquisition documentation and program milestone reviews
f. Identifying program line Continuing Resolution Authority (CRA) requirements
g. Preparing contract requirements, modification packages and awards, and providing financial oversight of contract deliverables
h. Providing guidance to senior leadership on a broad range of programmatic, acquisition, and financial issues

Qualifications
Typically requires bachelor's degree or equivalent, and five to seven years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience.

Required Qualifications
Education: Successful completion of a full course of study in an accredited college or university leading to a Bachelor’s Degree, preferably with a major in Engineering, Statistics, Mathematics, or a related discipline, is required. DAU Level II certification in BUS-FM, or the civilian equivalent, is preferred.

General Experience: Five (5) years of general experience and three (3) years of experience in a program office or similar organization.

Knowledge of the DoD CBD and Joint Service financial management PPBE process
