eGuardian (eG) is an unclassified, web-based law enforcement system, maintained by the Federal Bureau of Investigation (FBI), as a shared data repository for suspicious activity reports (SAR). eG is used by local, state, federal, tribal, and DoD LE organizations. eG is the exclusive DoD law enforcement suspicious activity reporting system. DoD access is limited to law enforcement personnel and analysts assigned, attached, or detailed to support DoD law enforcement organizations. The Naval Criminal Investigative Service (NCIS) is the DoD component program manager for the Navy and Marine Corps.

POSITION SUMMARY:

This duties for this position fall into four functional areas:

2. Policy development

The CSR will work closely with, and in support of the U.S. Government lead, the NCIS eG Program Manager (eG PM).

RESPONSIBILITIES:

Training:
Provide basic user eG training, onsite or online as appropriate, to NCIS and DoN Security personnel.

Refine and update existing training material to ensure they are current, reflect ongoing trends in suspicious activity reporting, and continue to be relevant.

Develop cost effective solutions such as utilization of Defense Connect Online (DCO) to maximize the efficiency of eG training.

Policy Development:
Conduct research, as directed by the eG PM, into existing and proposed DoN and DoD eG policies and procedures and submit written reports as required.

Maintain ongoing liaison with eG representatives from the other Military Criminal Investigative Organizations (MCIOs), the eG Working Group (eGWG), the DoD eG Program Manager, the FBI Guardian Management Unit (GMU), and DoN stakeholders.

Coordinate Freedom of Information Act (FOIA) requests with NCIS Legal to ensure appropriate responses are generated.

Account Management and User Support:
Process incoming requests for DoN eG accounts in accordance with existing policies and procedures.

Perform periodic zero-based reviews of DoN eG accounts. Change, add, delete, or realign accounts to ensure proper alignment supporting workflow. Maintain an accurate list of all DoN eG accounts.

Analysis:
Review incoming eG reports, identify significant incidents with a DoN nexus, and disseminate to appropriate NCIS Headquarters and field elements. Ensure eG reports are in compliance with all pertinent DOJ, DoD, and NCIS reporting regulations.

Coordinate with the other MCIOs, NCISHQ operational codes, NCIS Field Offices, and the MTAC regarding significant trends or incidents.

Generate weekly accomplishment reports for the NCIS eG PM, quarterly status reports for CNIC, and quarterly reports documenting all DoN generated eG SARs.

EDUCATION & EXPERIENCE:

Position requires bachelor's degree or equivalent and seven to nine years of experience working with MCIO suspicious activity reporting. CACI International Inc. is currently seeking a Background Investigator in San Francisco, CA to conduct background investigations on a full-time basis in support of our U.S. Office of Personnel Management (OPM) contract under the Investigations Services Division.

Candidates must have a personal vehicle and be willing to travel up to 100 miles radius based on your geographic location.

Candidates will be required to complete a pre-selection process and must successfully pass the 8-week OPM New Investigator Training Course (minimum of three weeks in Chantilly, VA).

Position Details:
- Investigators will conduct background investigations for the purposes of employment suitability and security clearance determinations for the Office of Personnel Management
- Investigators will be required to conduct face-to-face interviews with subjects; Investigators will also perform record searches at law enforcement agencies, courthouses and mental health, financial and educational institutions relative to the subject of investigation
- Investigators will be required to compile all information gathered and submit a clear/concise report on a government computer system within a strict required timeline

Required Qualifications:

- Bachelor's degree or four years of general experience
- Ability to obtain and maintain a favorable suitability determination based on a Single Scope Background Investigation (SSBI)
- Ability to successfully pass a mandatory drug test (pre-employment)
- Must live within a 10-15 mile radius of geographic location
- A current driver's license and a reliable personal vehicle for daily travel

Duties and Responsibilities:

Works as a team lead and an independent analyst.

Analyzes business and user needs, documents requirements, and revises existing documents as necessary.

Gathers strategy and performance data in support of enterprise operations and performance reporting requirements to comply with U.S. federal agency mandates, laws, and policies.

Conducts analysis to answer queries from OMB, GAO, Congress, executive leadership, and other senior U.S. officials.

Required Qualifications:

As an experienced professional in CACI's growing Business System Solutions (BSS) organization the desired candidate will work to analyze procurement requirements, prepare an Analysis of Alternatives and develop the Business Case for implementation of a GRC tool for use as part of an Oracle Financials implementation in the Department of Defense. As a member of the DAI Program Management Office, candidate will:

• Document program related GRC requirements, using applicable Federal and Department laws, policies, regulations and processes
• Develop a methodology that will be used to compare and evaluate GRC tools

Required Qualifications:
• Prior experience implementing GRC tools, preferably to support deployment of ERP financial solutions within the Federal Government
• Demonstrated experience with Controls and Policy mapping, IT control self-assessment and measurement, automated General Computer Controls (GCC) collection, IT compliance dashboards and IT risk assessment
• Technology selection experience based on one or more use cases of Self-Assessment, Audit Support and/or Government Computer Controls
• Prior IT Audit experience (FISCAM, FFMIA, SSAE-16, etc.)
• Bachelor’s degree and a minimum of 12-15 years related experience

Duties and Responsibilities:
The Records Analyst, Principal will support Federal Energy Regulatory Commission providing supervision and management of stored publications, internal and confidential information and records management. This includes document processing, registry and 1st and 2nd –level customer support functions using and administrating the eLibrary electronic document management system (EDMS), operating the Public Reference Room (PRR) facilities and operating the FERC Records Maintenance Center (RMC). Additional responsibilities include retrieval, digitization, indexing and post legacy microfilm documents using various SOPs. Maintain mailing and service lists. Review eFiling, eService and eSubscriptions including undeliverable email and postal mail, including updating and maintaining contact information using SOPs.

Perform system administration using SOPs. Monitor operational status and availability. Report outages and service interruptions to support staff and participates in outage planning. Identifies and provide details regarding application system errors, proposed enhancements and new requirements. Perform user acceptance testing of application system releases and major configuration changes.

Physical performs record organization, classification, inventory, archival, transfer, destruction, retrieval and duplication of documents using RMC SOPs for the Records Maintenance Center (RMC) Operation. Operates the Public Reference Room in accordance with SOPs. Perform billing and fee collection for charged services (duplicating and mailing).

Provides 1st and 2nd-Level eLibrary customer support for staff (eLibrary document search, retrieval, and printing assistance) using SOPs. Provides 3rd –Level eGov services customer support (answers issues related to processing or business issues, consults with staff when appropriate).

Promotes open communication, transparent decision making, cooperation and customer service. Evaluates user needs, analyzes current methods and provides proactive leadership, strategic recommendations and innovative solutions.
Assists with budget, staff, and other resources necessary to accomplish the goals and/or objectives of the program group/function. Also,develops performance plans and evaluations of employees, including subordinate supervisors as well as reviews evaluations to assure equity of individual employee performance objectives, standards and ratings among lower level staff/groups.


Required Qualifications:

Typically requires bachelor's degree or equivalent and 10-12 years of related progressively responsible experience.
Records Management Certification preferred (CRM, CDIA+).
5-7 years supervisory experience.
Thorough knowledge of advanced concepts and basic operating principles of data communications and information systems hardware and software.
