Duties and Responsibilities:
The Production Manager will manage all document production for new contract and task order proposals, performing these functions:

? RFP instruction analysis, management and monitoring

Essential Duties and Responsibilities: The Production Manager is responsible for four main items. (2) Working with the Proposal Manager to define a proposal completion task plan. (3) Assembling the final version for distribution to the government. This includes final review, tabs, binding, copying, mailing, etc. (4) Enhancing our ability to rapidly respond to RFP’s in a quality manner. POSITION OVERVIEW
To support the CENTCOM contracting mission, CACI is seeking qualified professionals to apply for Personal Services positions as contracted Contract Specialists to support a DoD Contracting Office in Qatar. The positions require the successful applicant to provide acquisition support services for any or all stages of the procurement cycle from acquisition planning through contract closeout. Generally, Contracting Officers will assign projects and will require all necessary support, by working with the Department of Defense (DoD) and other government customers, in a team environment, to review draft documents and assist customers to the extent necessary to produce unassailable acquisition strategies, contractible requirements, and sound independent government cost estimates (IGCE). The government requires assistance with pre-award processes to include: well-documented market research, development and posting of solicitation documents, receipt and analysis of proposals, development of negotiation positions, and documentation of negotiations conducted by the Contracting Officer and preparation of award documentation for Contracting Officer's execution. Post-award support is also necessary to include: monitoring of contract compliance and reporting to the Contracting Officer, preparation of post-award contract administration documents for Contracting Officer approval and preparation of contract closeout documentation for Contracting Officer approval. Requirements are typically processed utilizing all existing available procurement vehicles such as GSA schedule contracts, blanket purchase agreements (BPA), and indefinite definite delivery/ indefinite quantity (IDIQ), and requirement contracts. The government may also require support in development of briefing materials, data summaries, and procurement analyses and support as procurement subject matter experts assisting units. The work required involves exposure to highly sensitive information of the Department of Defense (DoD) and associated contractors, therefore, a stringent conflict of interest clause is included.
Applicants will not be responsible for performing the inherently governmental functions of a Contracting Officer.
MINIMUM REQUIREMENTS
Requires at least a Bachelor's degree (in any field of study), at least 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, and at least two years of government contracting experience. Experience using SPS Procurement Desktop-Defense (PD2). DAWIA or APDP certification in Contracting at level I, II or III. Certification equivalency can be accepted; applicants claiming equivalency need to demonstrate the basis of the equivalency by providing training certificates for required courses that meet DAWIA or APDP certification requirements for Contracting.

• Devises and or modifies procedures to solve the most complex technical problems related to computer equipment capacity and limitations, operating time and form of desired results.
• Acts as liaison between end-user communities, stakeholders, and service providers within an enterprise.
• Creates detailed specifications from which programs will be written.
• Provides technical assistance in identifying, evaluating and developing systems and procedures.
• Consults and coordinates with systems analysts and programmers to design and prototype business systems.
• Analyzes client resources, including funding, personnel, and unfunded requirements.
• Analyzes business and user needs, documents requirements, and revises existing system logic difficulties as necessary.
• Tracks and documents changes to functional and business specifications.
• Develops, coordinates and implements plans to test business and functional processes during system design and quality assurance testing.
• Trains and provides guidance to less experienced Business Systems Analysts.

Required Qualifications:
• Senior level business transformation professional with demonstrated track record as the functional lead or solution architect on multiple successful full-life-cycle implementations of the selected process areas in a Federal environment.
• At least 8-12 years experience managing large, complex projects utilizing a cross-functional team to accomplish stated transformation objectives including business requirements analysis, process design and re-engineering, application configuration and RICEW design.
• Demonstrated prior experience as a Functional Lead or Functional Consultant on the implementation of Oracle’s Enterprise Business Suite.
• Demonstrated ability to build effective and collaborative teams with diverse constituents including staff, sub-contractors, other contractors, and government personnel.
• Substantial knowledge of Federal regulations including the CFO Act, Office of Management and Budget (OMB) Circular A-123 and A-127, A-130, National Institute for Standards and Technology (NIST) Special Publications 800-18, 800-30 and 800-37, Federal Information Security Management Act (FISMA) of 2002, Federal Privacy Act of 1974, Employee Retirement Income Security Act of 1974 (ERISA), Internal Revenue Code (IRC), National Automated Clearing House Association (NACHA), banking/financial industry rules, regulations and standards, as well as other federal, state and laws and standards.
• Superior written and oral communication skills with a focus on delivering executive level presentations.
Education and Experience:
Typically requires bachelor’s degree or equivalent, and 10 to 12 years of related experience.
Desired Qualifications:
• Strong preference will be given to candidates with prior Oracle EBS experience in a Federal Government environment.
