- Develops Letter of Offer and Acceptance (LOA’s), Price and Availability Data (P&A’s), processes case related waivers, modifications, and amendments
- Collate data for releasability reviews and tracks disclosure decisions for requested articles and services
- Conduct continuous and periodic reconciliation of essential financial data to allow for error detection, correction, and future actions
- Using automated financial systems below, researches and resolves problem disbursements (UMDs, ULOs, and OUDs), reconciles contracts, and assembles correction packages for submission to the proper accounting activity
- Recording deliverables/shipments within databases
- Coordinate closely with the government and contractor financial managers for case financial status, and USN financial documentation for FMS case execution
- Prepares all supporting documentation for case closure package in in accordance with Foreign Military Sales Case Reconciliation and Closure Manual (RCM) (DoD 5105.65-M).
- Prepare briefing and data of assigned cases for Case Reconciliation Reviews (CRR)
- Analyze annual FMS funding needs for use in annual procurement planning
- Conduct technical reviews of data submitted by Field Activities and information sent by participating programs
- Verify and modify FMS cost estimates to support equipment procurement and follow-on technical services for submission to Country Case Managers.


Required Qualifications:

EDUCATION & EXPERIENCE:
Typically requires bachelor’s degree or equivalent, and seven to nine years of related (project support or management) experience. Expert knowledge of Security Cooperation programs, Security Assistance Management as outlined in the Security Assistance Management Manual (SAMM), FMS policies, and practices.
2. Comprehensive knowledge of Defense Security Assistance Management System (DSAMS), and Security Cooperation Information Portal (SCIP) and Management Information System for International Logistics (MISIL) and Defense Integrated Financial System (DIFS).
3. Working knowledge of Case Execution Performance Tool (CEPT). Active Secret clearance required.

Duties and Responsibilities:
Supports the Government Team at the facility management help desk by maintaining and updating a centralized work order database, identifying and tracking facility and custodial discrepancies, and advises and assists in discrepancy resolution. Delivers equipment to multiple annexes across the DC area. Translates knowledge of these functional elements into the hardware and software system design and the support system required to field and maintain these systems. Aids in evaluating and establishing logistics support analysis. Assists in the logistic support planning and scheduling process. Assists in planning, coordinating and scheduling retrofit actions. Experienced and knowledgeable in the acquisition logistics and systems acquisition processes. Utilizes experience and knowledge to ensure logistics support requirements are designed into acquisition programs by separately or collectively working issues involving the logistics elements. Assists in reviewing and evaluating Government Furnished Equipment/Property (GFE/P) requirements that are proposed by the prime contractor or by potential bidders in the RFP process. Maintains accountability records and databases for GFE/P employed in developmental and production contracts and assists in disposal of GFE/P. Assists in research, acquisition and tracking of GFE/P during all phases of the program life cycle. Monitors prime contractor performance in executing the Technical Order (TO) process and assists in evaluating technical order products. Provides advice and assistance in preparing TO inputs to the RFP/contract.


Required Qualifications:
Typically requires bachelor’s degree or equivalent, and zero to two years of related experience; no advance degree required.
Requires US Citizenship and the ability to obtain a high-risk- Public Trust (DOJ Clearance)
Experience with any of the following:
Receiving shipments
Inputting information into database.
Labeling equipment.
Driving/shipping experience as this role will encompass doing deliveries.
Must be able to maintain a valid driver's license
Must be able to lift at least 50 pounds.

Desired Qualifications:
Active Top Secret clearance is HIGHLY DESIRABLE.
