Duties and Responsibilities:
Full-time, on-site Logistics Specialist with technical and engineering experience supporting Electronics System analysis, maintenance, and integrated logistics for the U.S. Coast Guard Command Control and Communications Engineering Center (C3CEN). Candidate will perform routine tasks associated with the Technical Engineering Development and Support Services (TEDSS) Contract for the development, integration, deployment and maintenance of new and existing U.S. Coast Guard Command, Control, Communications, Computer, and Information Technology (C4IT) systems. These technical engineering development and support services are required by the U.S. Coast Guard's C3CEN located in Portsmouth, Virginia which is a Center of Excellence within the Coast Guard's C4IT Service Center.
Candidate should have technical proficiency and knowledge of Electronics Components and systems performing corrective and preventive maintenance, along with technical knowledge in reviewing and analyzing Technical Publications and Drawings. Candidate will provide technical and logistics support to Product Lines, Core Technology Groups, and Communications Area Master Stations (CAMS). In supporting these organizations, candidate will work within a team of logistics and engineering analysts providing Acquisition and Sustainment support for Search and Rescue (SAR) Systems, Command Center Display Systems, Common Operational Picture (COP) Systems, COP Web Services System (CWSS), Port & Coastal Surveillance Systems, Vessel Traffic Systems (VTS), WATCHKEEPER, Differential Global Positioning Systems (DGPS), Remote Mission Systems, Communication Systems, Navigational Systems, Radar and Sonar sytems, and many other shipboard and shore-based electronics systems.
Candidate will also support C3CEN in providing services within a team for System Design, Development, Implementation, and Enhancement of Command, Control and Communications Systems; System Requirements Analysis and Development, Integrated Logistics Support Planning and Execution, System Life-cycle Maintenance Execution, Manufacturing and Assembly Services, Preparation of All Information Security and Certification and Accreditation Documentation and Support Required to Obtain Certification, Field Engineering Support, Training Support, Project Management Support, and System Performance Data Analysis.
Other task responsibilities may include and will not be limited to transformation and development of Maintenance Procedure Cards (MPC) and logistics documentation in support of C3CEN's Electronics System Product Lines and Core Technology Groups, who support all U.S. Coast Guard Asset Lines and fleet units. The Logistics Specialist will serve on a team executing business consulting and program management tasks under the C3CEN. Performs routine maintenance and logistics tasks such as Item Management, supply procurement and Repair Specification Writing services in support of electrical, and electronics equipment and systems aboard U. S. Coast Guard Afloat and Shore-based units. Responsibilities will include, but will not be limited to, performing Reliability-Centered Maintenance (RCM) Backfit analysis, researching and drafting maintenance procedures, developing and Maintenance Requirement Lists (MRL), and the verification of maintenance procedures. Tasks include verification of vessel configuration, engineering changes, and technical documentation for all maintenance configuration items, and collection of logistics information (manufacturer, make, model, part number, CAGE Code, NSN) for parts identified on accurate Technical Publications and Maintenance Procedure Cards (MPCs).
The successful candidate will provide C3CEN Product Line Support for Electronics and Electrical Systems in a type desk environment responding to the logistics, maintenance and supply needs of the fleet. Candidate will provide Integrated Logistics Support (ILS) services as well as focusing on three functional areas: configuration, maintenance and technical documentation. Research will be accomplished using NE-TIMS, FEDLOG, HAYSTACK and client unique data management systems to identify manufacturer information. Incumbent will attend and participate in shipboard system validations, Team Meetings and work groups as required to develop and improve processes. Successful candidate must be able to work in a shipboard environment to physically cite equipment nameplate data and verify the accuracy of technical publications. Incumbent provides management, customers and sub-contractors with logistics technology and information that ensures effective and economical support for products, service, equipment and systems. Analyzes contractual commitments, customer specifications and related information to identify and document configuration and support requirements. Reviews engineering designs and analyzes equipment characteristics. Utilizing numerous data management systems, verifies, researches and identifies supporting logistics documentation, cross referencing equipment nameplate data such as parts, manufacturer's ID and model numbers to support parts and allowance support and Technical Publications (TP) and Ship Information Booklets (SIB) for maintenance procedures on specific cutters. Incumbent shall have maintenance and development experience, and a strong Team aptitude.
Required Qualifications:
Shipboard maintenance and electronics and electrical experience aboard Navy ships, but preferably aboard CG Cutters.
Experience with Item Management, Supply and Repair Specification Writing services.
Experience working in a shipyard environment leading teams in the preventive and corrective maintenance and report of electronics and electrical systems aboard ship
Requires bachelor's degree or equivalent and two to four years experience or two to four years experience with three years specialized study or experience in the order subject matter.
Must be able to obtain a SECRET clearance
Desired Qualifications:
RCM Level II Certification a plus.
